(If you want A LOT more realistic (but still made up, guestimated, castraded with many systems) F-22 Raptor simulation there is an older sim "F-22 Total Air War". Avionics in this sim is absolutely incomparably closer to the real plane than anything what is possible for DCS FC3 MOD.)

The file that you download has a "Community F-22 Mod" (or something similar) named folder, then inside there is a "F-22A" named folder. I moved that F-22A folder to C:\Users\<username>\Saved Games\DCS\Mods\aircraft (had to create the aircraft folder) and it came up.
